"People are the same wherever you go." it is one captured in the lyrics of a song by Paul McCartney & Stevie Wonder. If someone asked same question to culturalists, they did answer "No!" Why they do? People are not same wherever you go. They think the mind is not independent of contents and contexts. We can shared human according to the culture because human is cultural being.
Whereas universalists perspectives is different to culturalists. People's thinking, doing and feeling is same. All people feel same, do same, think same. So, Mind is similar to computer's CPU.
