It can be shared four degree. There is accessibility universal, functional universal, existential universal, nonuniversal.

 

1) accessibility universal

2) functional universal

There is a cognitive tool exists in multiple cultures, it is used to solve the same problem across cultures. However, It is more accessible to people from only some cultures than others. Punishment tendency is various to each cultures.

 

3) existential universal

If a psychological process fails the enter of an accessibility universal and functional universal, it may be enter existential universal. It is cognitive tool too. Even though the tool is not necessarily used to solve the same problem, nor is it equally accessible across cultures.

 

4) nonuniversal

In the hierarchy, the forth degree reflects an absence of universality. Cognitive tools that are nonuniversals do not exist in all cultures and can be said to be cultural inventions.
